With this lede:
WASHINGTON -- Just two weeks after an election that left him struggling to find his way forward, President Obama has decided to confront Senate Republicans in a make-or-break battle over arms control that could be an early test of his mettle heading into the final two years of his term.
Love to see the word "mettle" used in the same sentence with "President Obama," even though at the moment their relationship to one another is purely speculative.

The START treaty expired over a year ago. Obama has had a significant majority in both the house and the senate since it has expired but did nothing to ratify a new one until he and all dems were embarassed in the recent elections.
NOW they want to move forward and seem to be more interested in making political points than in making sense!
And, it seems to be working...at least here on Watauga Watch!
Anon, of course what you say is not at all true. If you would look at something besides FOX you would know that there have been nearly 20 hearings in the appropriate Senate committees over many months. The Administration has jumped through all the proper arcane hoops of Senate procedure. Several compromises have already been offered to the GOPers by the administration involving spending $84 BILLION to modernize our nuclear weapons (euphemism for throwing more money to the military industrial complex)--but still the Opposition wants to keep Obama from ANY sort of victory, however costly or important it might be. (CLUE: Kyl's opposition is not because he wants to curb reckless spending on weapons.) Besides, it takes 2/3 of the Senate to ratify a treaty (read your CONSTITUTION!) so GOPer support was needed all along. Most Dems gave that to Reagan and Bush the Elder when previous such treaties were approved. They are important to the world and the nation as a whole and SHOULD have bipartisan support. GOPers are just...I can think of plenty of terms but let's just say....foolish.
